1. Product Receipt Operations
i] Responsible for arranging the product receipts by the following modes.
· Tanker
· Barge
· Pipeline transfer to JIFF (PLT)
· Pipe line transfer from EPCL (PLR)
· Pipeline transfer to DEWA stations
· Tank truck
ii] Responsible for the pre discharge quality & quantity checks as per the procedure.
2. Product Storage
i] Responsible for getting the tank gauging done after receipt, transfer, blends, etc. and product receipt outturn worked out.
ii] Responsible for monitoring the daily product inventory position and the product operational losses. Also for investigating abnormal stock variations, if any.
iii] Responsible for monitoring the quality of the product in tank as per the customer's quality control program.
3. Product Value addition / Blending.
Responsible for monitoring the
· Additive injection into the unleaded mogas. (as and when required)
· Blending of ULG in tank as per the customer requirement.
· Stadis addition in Jet A1 tanks to increase the product conductivity to the spec.
· Pigging or flushing of product pipe lines as per customer requirement.( as and when required)
· Blending of IFO Grades in tank trucks
· Stadis addition on line during PLR from EPCL
· Any other Blending or value addition operations company may choose from time to time.
4. Product Loading/Delivery.
i] Responsible for arranging the product delivery by the following modes.
· Tanker
· Barge
· Ex jetty pipe line delivery
· Tank truck
ii] Responsible for the necessary documentation, letter, protests, outturns, Loading documents like BL, manifest, etc. connected with the loading.
5. Tanker Handling.
Responsible for the safe handling of all ESTLLC & Eppco Supply
Tankers.
Ship/Shore safety checks
· Ship tank inspection, ullaging, sampling, calculation, documentation, etc.
· Quality & quantity checks
· Co ordination/feed back with Terminal Superintendent & Shipping Agents.
· Discharge performance monitoring
6 Product Quality & Quantity
· Adhere to laid down quality control procedures prior to, during, and after transfer/loading/discharge to ensure that all products meet specification.
· Keep a check on product accounting and reporting.
7. Safety
· Ensure that all the shift activities are performed safely as per EIL Operating and safety procedures, EPPCO EHS Policy and guidelines and in compliance with all the applicable local DPA DM etc. regulations.
· Maintain a high level of emergency preparedness and conduct mock drills periodically.
· Ensure that ' Permit to Work' system is strictly enforced in the shift with contractors / EIL staff construction/ maintenance works.
· Promote a safety culture in all the employees directly or indirectly reporting to the incumbent.
8. QAS / EMS
· Closely monitor all operations and related documentation vis a vis the QAS, and close all gaps through necessary preparation and follow up till closure of incident reports, corrective and preventive action.
· Monitoring of all the related EMS programs
· Maintaining the required quality records.
· Develop and amend procedures/work instructions related to product movement operations in order to meet new and changing requirement.
9. Shift & Man Management
· Supervise/responsible for all the operations during the shift.
· Optimizing utilization of available manpower, evaluating the requirements of operating staff.
· Preparing the necessary shift schedules for all operators.
· Optimizing overtime by proper utilization of all resources and monitoring the overtime to ensure that it is justifiable.
· Supervise all subordinates in the Terminal; provide guidance/training where necessary so that all personnel perform their job efficiently as per Company Policy.
10. General
· Co-ordinate the timely procurement of all operating materials e.g. sample cans, fittings and essential tools etc required for the day to day operation, through the inventory controller.
· Responsible to maintain the utility vehicles, compressors, blowers, etc.
· Responsible to carry out the routine product switchover tank cleaning with the help or under the supervision of operators.
11. ADDITIONAL RESPONSIBILITIES
Reliever of Terminal superintendent (Acting)on rotational basis and coordinate with ESTLLC and EPPCO supply and bunker sales for duties and responsibilities in regards with oil stocks day to day and Monthly inventories and maintaining stock as required.
