Design, develop and implement manpower models and OD initiatives to help improve staff productivity and efficiencies and reduce Labour cost.
Principal Accountabilities / Key Result Areas:
OD Accountabilities:
- Develop organizational design and grading policies and guidelines
- Liaise with HR Business Support regarding job design, collect specifications of job tasks and identify labeling of jobs
- Work with client department to conduct organization diagnostic studies (need analysis, interviews, workshops, surveys etc.,) from time to time and recommend appropriate organization development solutions and initiatives.
- Work with line managers and understand current barriers to change and stakeholder analysis.
- Strengthen the effectiveness of the organization in the areas of alignment (people and structure), workforce development, and building human capabilities using sound organizational development techniques.
- Take part in developing and deploying new OD initiatives to improve employees’ productivity and increase their loyalty to the company and their job satisfaction.
- Implement quality initiative and continuous improvement initiatives including but not limited to six sigma, TQM, suggestion schemes, Kaizen, Quality Circles.
Manpower Planning Accountabilities:
- Plan and develop workload based manpower forecasting models for his/her business unite. Collaborate with business and get their buy-in into the process and manpower models.
- Participate in the annual manpower budget process for the corresponding business unit and help align the company's goals to business requirements.
- Review and validate manpower requests and introduce cost-effective recommendations.
- Assist in managing productive utilization of staff and staff costs in his/her relative business unit.
- Initiate and manage projects to improve productivity and service levels
Knowledge, Skills, Experience and Competencies:
Qualification:
- Industrial Engineer (or Science graduate with specialization in Operations Research) with specialization in manpower planning and productivity improvement preferably in TELCO industry
Experience:
- 7 years of experience in the fields manpower planning, optimization models, long term manpower forecasting techniques and organization design
- Hands on experience in using Operations Research models & software tools, simulation and strong statistical background
